Had not noticed the little leak dial on my meter! Thanks to this awesome article I did.
Debugged for two nights in a row and Finally traced it to a toilet flush where now and then the chain would go under the flapper. It was intermittent but occasional enough to cause leakage.
In the summer I thought it was an AC problem, later I thought it was water wastage because of the water filtration system. Duh.
